員工關係及發展 EMPLOYEE RELATIONS AND DEVELOPMENT 員工關係及發展 EMPLOYEE RELATIONS AND DEVELOPMENT 166 2019冠狀病毒病疫情下的 人力資源應變措施 Human Resources Initiatives in Response to COVID-19 Pandemic 鼓勵員工參與「2019冠狀病毒病疫苗 接種計劃」 制定/更新相關的人力資源政策/措施 Encouraging Participation in the “COVID-19 Vaccination Programme” Formulating/Updating Relevant Human Resources Policies/Measures 為鼓勵員工參與「2019 冠狀病毒病疫苗接種計 劃」,本院讓合資格員工放取不多於半天特許缺 勤,以及為完成接種第一/二/三劑疫苗的合資 格員工,就每接種一劑疫苗,可獲核給一天「疫 苗假期」。另外,為鼓勵員工接種第四劑新冠疫 苗,以及陪同三歲以下子女或受其監護三歲以下 幼童接種新冠疫苗,合資格的員工可核給不多於 半天的特許缺勤。至於資助學校及醫院員工,相 關安排須遵照教育局、學校法團校董會或醫院管 理局頒布的規例。截至2022 年12 月,本院已累 計批核共12,020 宗接種疫苗半天假期及17,478 宗 「疫苗假期」的申請個案。 因應政府實施「疫苗通行證」的規定,本院已相 應制定行政程序及發出指引,處理未能符合「疫 苗通行證」及進入指明/其他適用場所工作的員 工個案,亦檢視整體招聘程序。新修訂版本的招 聘廣告、職位申請表及聘用合約經已實施。 To encourage staff participation in the “COVID-19 Vaccination Programme”, the special arrangement of granting up to a half-day authorised absence was offered to eligible TWGHs staff, and one day of “vaccination leave” per dose for receiving the 1st/2nd/3rd dose of vaccination. In addition, for staff receiving the 4th dose and accompanying children aged below 3 as their parents or guardians to take the COVID-19 vaccination during a working day, the granting of up to a half-day authorised absence was extended to the eligible staff. For the staff of aided schools and hospitals, the relevant arrangements should be dealt with in accordance with the rules and regulations announced by the Education Bureau, Incorporated Management Committees of the schools and the Hospital Authority. As of December 2022, an accumulative total of 12,020 half-day authorised absence applications and 17,478 “vaccination leave” applications had been approved. In line with the implementation of the “Vaccine Pass” requirement, TWGHs formulated administrative procedures and issued guidelines for those staff who are unable to fulfil the “Vaccine Pass” requirements and to enter/work in the specified/other applicable premises. In addition, an overall review of the recruitment process and procedures was conducted. Job advertisement, job application forms and employment contracts in revised version had been adopted. 隨著政府實施《2022 年僱傭( 修訂) 條例》,本院 亦已更新相關人力資源指引,並按照新修訂的法 例規定,核給病假予強制隔離的員工,以及更新 處理未能符合「疫苗通行證」的員工個案的行政 程序。 本院已緊隨政府公布的最新抵港檢疫安排,適時 更新行政指引以處理員工於隔離/檢疫期間的病 假/工作安排。 Following the implementation of the “Employment (Amendment) Ordinance 2022”, the relevant human resources guidelines had been updated. In compliance with the revised statutory requirements, sick leave is granted to staff members during the compulsory isolation period, and the administrative procedures for handling those staff who are unable to fulfil the "Vaccine Pass" requirements were revised accordingly. The administrative guidelines for handling sick leave/work arrangements during the isolation/quarantine period for the staff concerned were revised in tandem with the latest quarantine arrangement announced by the Government.
