Roles & responsibilities:

Underpinning the Head of Community Services Division, the work scope of the Deputy Head (Community Services) includes:

  • direct supervision of 3 Service Heads in areas of Elderly Services, Youth and Family Services and Rehabilitation Services; and 2 District Coordinators covering Eastern/Central & Western and Kowloon City/Yau Tsim Mong/Kwun Tong districts;
  • review proposals, provide expertise advice and recommendations in accordance with Group’s objectives and financial capacity;
  • oversee the funding, planning and operation of community service projects/service centres, evaluate their performance, provide guidance and develop enhancements to ensure smooth delivery of services;
  • propose and implement solutions for crisis management, serve as the Group’s representative to formulate strategies, communicate with the media/public to enhance the organization’s professional image;
  • oversee and monitor annual plans and budgets to ensure provision of high-quality services to the public; and
  • plan and implement professional exchange and attachment training programmes with officials of Mainland China, to promote and leverage partnership with the PRC in the development of community services.

The ideal candidate should possess:

  • a recognized degree in Social Work;
  • registered under the Social Workers Registration Ordinance (Cap. 505) as Registered Social Worker;
  • a minimum of 15 years post-qualification experience in a senior management position in an organization of similar nature and scope;
  • able to lead a diverse, multi-disciplinary team over a broad spectrum of community services;
  • excellent negotiation skills to achieve organizational objectives and optimal contractual agreements with external parties;
  • excellent communication skills to work with different stakeholders, including donors;
  • familiar with the operation of the governmental departments, policies and procedures;
  • ability to work with the media in handling crisis;
  • competency in risk management, administration and professional supervision; and
  • excellent command of English, Chinese and Putonghua.

Compensation & employment terms:

The successful candidate will initially be offered a 3-year contract with a remuneration package which will be commensurate with his/her background and experience.  The continuation of employment and employment terms thereafter will be subject to mutual agreement.  Apart from contributions to the MPF Scheme, other benefits include paid annual leave, medical services, a dental scheme and training sponsorships.  The incumbent will normally work under a 5-day week schedule subject to operational needs and exigencies of the service.

Vaccine Pass requirements:

Job applicant (if appointed) will be required to enter or work in specified/other applicable premises under the Vaccine Pass and fulfill the Vaccine Pass requirements in accordance with the Prevention and Control of Disease (Vaccine Pass) Regulation (Cap. 599L) and as stipulated by the Hospital Authority/ Education Bureau/Social Welfare Department/other authorities at any point of time during the course of employment.
